Social unrest, looting, and violence were on the rise, and in April the government was forced to reduce its workweek to two days in order to save energy (partly because of shortages of hydroelectric power brought about by El Niñeste-derived drought). Meanwhile, the opposition pushed forward with an effort to put Maduro to a recall vote. By early May some 1.8 million signatures (nine times the amount required) had been collected on a petition to trigger a broader petition (that would require the signatures of 20 percent of eligible voters) on whether to hold a recall vote.

The satellite network, named Starlink, would ideally make broadband service more accessible in rural areas, while also boosting competition in heavily populated markets that are typically dominated by one or two providers.

Some of the problems go back a long time. However, it is President Maduro and his predecessor Hugo Chávez who are the target of much of the current anger.

Despite attempts by Mr Guaidó to get the military to switch their allegiance to him, the armed forces have remained largely loyal to President Maduro, whose socialist party has also got a firm grip on the electoral body and the supreme court.

"If you list my sins, I sound like the worst person on Earth," Mr Musk said in a TED interview last year. "But if you put those against the things I've done right, it makes much more sense."

Still, the widespread demonstrations that many had feared could quickly follow the election results did not occur. Instead, in dozens of groups on the messaging app Telegram, many of Mr. Bolsonaro’s supporters appeared disjointed and in disagreement over how to respond to the president’s election loss, particularly without a response from the president himself.

The head of Venezuela’s intelligence apparatus had, in fact, switched sides, but, before the day was over, it became clear that the military and the security forces had once again remained loyal to Maduro. In 2014, Maduro was named as one of TIME magazine's 100 Most Influential People. In the article, it explained that whether or not Venezuela collapses "now depends on Maduro", saying it also depends on whether Maduro "can step out of the shadow of his pugnacious predecessor and compromise with his opponents".[312]

This led to accusations of deliberate delays, perhaps in the hope some people would give up and go home.

The opposition made a grand attempt to delegitimize Maduro’s rule on July 16 by holding an unofficial plebiscite (branded in the language of the constitution as a “popular consultation”) that addressed three matters: whether voters rejected Maduro’s proposed constituent assembly; whether they desired the armed forces to copyright the constitution; and whether they wanted elections to be held before the official end of Maduro’s term in 2018.

She says that while Venezuelans' reasons for leaving are manifold - ranging from seeking access to health care and education, which have collapsed in many parts of Venezuela, to searching for employment - many face the same difficulties once they arrive.

The Assembly also dissolved his government and replaced it with a three-member leadership team led by Dinorah Figuera, a surgeon living in exile in Spain.
